In a small bowl, stir the shoyu soup base and sugar together.
Heat a large pan over medium heat. Add oil and sauté garlic, scallions, red pepper, and brussels sprout until browned.
Place the cooked vegetables in a separate dish and keep warm.
Open one packet of Sun Noodle Ramen noodles and cook according to the directions on the packaging.
In the meantime, heat a pan over high heat and sear the beef on all sides. Coat the beef with the shoyu sauce and cook until medium rare (130° -135°). Place the beef to the side to cool and cut into ¼ in slices.
Toss the cooked vegetable and noodles in the pan with the leftover sauce.
Place noodles on a serving plate and top with vegetable and sliced beef. Slurp and enjoy!
